This is a Garrett replacement Center Housing Rotating Assembly (CHRA)Cartridge for the GT3071R turbo. (With full size 60mm turbine wheel and 71mm 56 trim compressor wheel) It's a complete rotating unit that's made, assembled & fully balanced by Garrett. Ready to go out of the box. Comes with manufactures warranty. Used to replace the "Heart" of your turbo. Simply bolt on your housings & you're ready to go with a brand new fresh turbo.
